Hannibal Regional Hospital opened the Shelbina Family Practice in 1994. Originally located on East Walnut, the first building was quickly outgrown and plans were made for a new facility. A grand opening was held on December 15, 1997 for the newly named Clarence Warren Rash Medical Building.

Dr. Charles A. Lichty has been practicing medicine in Shelbina for over 50 years; the last thirteen have been with the Shelbina Family Practice. He was awarded the Missouri Interscholastic Athletic Administration Association's (MIAAA) "Distinguished Service Award" and was nominated as one of the 25 Outstanding Country Doctors in the United States. Dr. Lichty was joined by Nurse Practictioner Andrea Hawkins in 2005 and Dr. Sebastian Baginski in 2008.
